Stand on Stanley Gardens or anywhere on the Phillimore slopes and count the floors: lower ground, raised ground, piano nobile, two bedroom floors, often a mansard. Kensington built tall houses for a servanted world, and it built them around one staircase.
One stair, five storeys
That single stair is the whole story of fire design in these houses. The thresholds in Approved Document B are set by height, and a Kensington terrace sails past both of the ones that matter.
Above 4.5 metres — the second floor, in other words — escape windows stop being an acceptable answer, because nobody is dropping safely from there, and the stair must become a protected route: fire-rated construction, FD30 doors, a run that delivers you to open air without passing through a living space.
Above 7.5 metres, which most of these houses reach comfortably, the guidance wants more again — historically an alternative escape route, and since the 2020 amendments, a sprinkler system is on the table as the recognised alternative.
The sprinkler answer
We’ll give you our view directly: for this building type, sprinklers are usually the right answer, and not just for compliance. A BS 9251 domestic system is unobtrusive — concealed heads, a tank and pump that fit where the wine used to go — and it solves problems the protected-stair route creates. Because here’s the tension nobody mentions in the estate agent photos: the fully enclosed stair that Doc B’s standard guidance wants is exactly what a Kensington remodel is usually trying to escape.
Clients want the stair open to the hall, light falling five storeys down the well, the section working as one space. Sprinklers, properly engineered and agreed with building control, are frequently what makes that openness defensible.
When the stair is listed
The Kensington complication, of course, is that the stair you’re protecting may itself be protected — a listed cantilevered stone stair with its original balustrade, in a house where RBKC will take a close interest in every new door lining.
We’ve found the conservation and fire conversations have to happen together, not in sequence; a fire strategy that ignores the listing gets refused, and a heritage scheme that ignores Doc B gets people hurt.

So while we’d never call regulation romantic, we think the height thresholds earn their keep here more than almost anywhere in London.
The necessary caveat: this is an architect’s reading of the design problem, not advice on what your particular house requires — that’s a judgement for your appointed professionals and building control on the specifics. If you’re planning a remodel across five Kensington storeys, bring the fire strategy into the first meeting. That coordination now sits with the project’s principal designer. To the design team it’s one of the most demanding things residential construction ever attempts, and this borough does more of it than almost anywhere on earth.
Why façades get retained
Why does it happen at all? Because two truths collide in Kensington. The street architecture, the great stucco terraces and Italianate villas, is protected and beloved, the whole reason the postcode commands what it commands.
And behind some of those fronts sits fabric that has simply run out of road: botched twentieth-century conversions, failing structures, layouts beyond economic rescue. Retention is the compromise the system reaches, keep the face the conservation area values, renew everything behind it, and where the building is listed the calculus runs through the listed buildings legislation with a rigour all of its own, since a listed building is protected in its entirety and hollowing one out is never a casual ask.

Retention frames sized for wind on the bare elevation. Foundations for the frame threaded around basements and pavement vaults. Movement monitored week by week, because a Victorian front carries no tolerance for surprises.
