Payte Architects London has completed an urgent boiler replacement within a higher-risk residential building at Rosebery Court, Charles Street, Mayfair. By identifying the right regulatory route at the outset, we turned the project around within five working days, without the delay of a full Building Safety Regulator application.
The challenge
Our domestic client was unable to live in their flat because the boiler had failed and could not be repaired. In a higher-risk building, replacing a heating system is not routine maintenance: it falls within the Building Safety Regulator regime. Without the correct submission, the client also could not sell the property. They needed a team qualified under the competent-person scheme who could act quickly and keep every record compliant.
Our approach
The project was led by Baljinder Singh Chahal, our certified Gas Safe engineer and competent person. Baljinder inspected the existing boiler, deemed it unsafe and confirmed it needed replacing.
Rather than automatically directing the client towards a full Gateway application, we assessed the works and used the appropriate competent-person and emergency repair procedures. We installed the new boiler, submitted the required information to the BSR and updated the building’s golden thread, so the record of the work is complete and accessible. Throughout, we worked with the building’s managing agent, D & GBM, to make sure the works met the block’s requirements.
The outcome
The client now has a new electric boiler with better water pressure, a safe home they can live in, and the compliant documentation needed to sell. Choosing the correct route saved them the time and inconvenience of a full application, while keeping the managing agent satisfied.

Alongside the regulatory and installation work, we coordinated the interior design and construction delivery, giving the client one team from initial advice through to completion. The client has since asked us to consider further projects.
