SOUTHWARK — MEZZANINES IN SOUTHWARK’S BERMONDSEY WAREHOUSES: INTERIOR ARCHITECTURE AND THE REGS (DOCS K AND B)

The first time you stand in a raw Bermondsey warehouse space, the reaction is always the same. You look up. Four metres, sometimes five, of Victorian air above your head, held by timber columns and cast iron that once carried tea chests and leather.

Then the second reaction arrives: all that height, and only one floor’s worth of rent-earning, life-holding surface. The mezzanine is the move that answers both instincts at once, and Southwark, with the densest concentration of converted warehouse homes in London, is its natural habitat.

The best move in the volume

A mezzanine done well is interior architecture at its purest: a new horizontal plane inserted into a found volume, changing everything while touching almost nothing.

Done badly it’s a shelf with a bed on it and a ladder no guest over forty will use twice. The difference is mostly regulation-shaped, so let’s take the rulebook seriously, because in this building type it’s actually on your side.

The headroom arithmetic

Geometry first, which is Approved Document K territory.

The stair up needs proper rises and goings and two metres of headroom over the flight, and headroom is the mezzanine killer, because you’re dividing a fixed height into two zones plus a structure thickness.

The arithmetic is unforgiving: a 4.2-metre space, minus a sensible 2.1 metres below, minus 300mm of structure and build-up, leaves 1.8 above, which is a place to sleep but legally and practically not a storey.

That’s why mezzanine design is really structural-depth design. The thinner the new floor spans, steel plate, cleverly worked timber, the more habitable air survives on both levels.

Guarding follows: 900mm of barrier at the open internal edge (external balconies ask 1.1 metres), loads calculated, and if the balustrade dream is glass, it’s structural glass with an engineer’s signature, not a glazier’s guess.

Fire and the inner room

Then fire, Approved Document B, and here the open-volume romance meets escape logic. A sleeping deck open to a double-height living space is, in fire terms, an inner room reached through the room where the fire starts, and the strategy has to answer that truthfully: detection specified generously, escape thought through, sometimes a design adjustment so the mezzanine isn’t marooned.

Warehouse conversions add their own layer, because your flat sits inside a bigger building whose compartmentation, the fire-resisting floors and walls protecting your neighbours, must not be casually punctured by new structure fixings and services.

The freeholder’s consent regime exists partly to police exactly that, and it will have views.

Which brings us to the quiet third regulator: the lease. In most Southwark warehouse buildings the demise, the structure and the alteration covenants mean a mezzanine needs a licence before it needs a builder. That’s legal terrain for the right professional, not a paragraph here.

Our take, after a good number of these: the mezzanine is the best value-for-volume move in Southwark housing, and the discipline the regs impose is precisely what separates the elegant ones from the shelf-with-a-ladder ones.

Design the section like it matters, because in a warehouse the section is the whole game. The Victorians gave Bermondsey these magnificent volumes by accident.

SOUTHWARK — PRACTICAL COMPLETION AND SNAGGING: CLOSING OUT A SOUTHWARK BUILD (JCT; DPA 1972)

The last five per cent of a Southwark building project takes twenty per cent of the goodwill. Everyone in the industry knows it; almost no homeowner is warned. The builders’ A-team has drifted to the next job, the family is desperate to move back in, and what remains is a landscape of almost: the door that almost closes sweetly, the paint that almost covers, the extract fan that almost works.

This article is about ending a project properly, because the ending is a designed process with legal architecture behind it, not a vibe.

Practical completion, the watershed

The pivotal moment has a name: practical completion. Under the standard JCT building contracts most domestic projects sign, it’s the formal certificate, issued by the contract administrator, typically your architect, declaring the works complete enough to occupy and use.

It’s also a legal watershed, and this is the part owners rarely grasp until too late: at practical completion, insurance responsibility for the building generally passes back to you, the countdown starts on the defects period, and half of any retention, the percentage held back from every payment precisely to keep the builder motivated, is released.

That’s why our firmest piece of close-out advice is this: do not let practical completion be declared by momentum. It’s a judgement, made on inspection, and “the client has moved their sofa in” is not the test. We’ve held the certificate back over unfinished fire-stopping more than once, to short-term fury and long-term thanks.

Snagging, done properly

Then snagging, the trade’s word for the almost-list. Done properly it’s systematic: room by room, surface by surface, in good light, doors cycled, taps run, every socket tested, the list written, photographed, numbered and issued formally under the contract rather than texted in fragments. Done properly it also happens before practical completion for everything visible, because your leverage is the certificate and the retention, and leverage spent is not refundable.

After completion comes the defects liability period, commonly six or twelve months under the JCT forms, during which the builder must return and make good faults that emerge, the shrinkage cracks as the heating dries the plaster, the settling door, and at its end a final inspection releases the last of the retention. That rhythm, certificate, defects period, final certificate, is the contract working as designed, and it’s why we tell Southwark clients the project isn’t over when the skip leaves.

It’s over a year later, quietly, with paperwork.

The longer backstop

Beneath the contract sits a longer backstop: the Defective Premises Act 1972, which requires those who take on work in connection with a dwelling to do it properly, with limitation periods that the recent building-safety reforms extended dramatically, and warranty products layered on top for some projects.

What those rights are worth in your specific situation is squarely legal advice, a solicitor’s letterhead, not an architect’s blog, and we’d never pretend otherwise.
