PLANNING DRAWINGS VS CONSTRUCTION DRAWINGS IN SOUTH LONDON: WHY THEY DIFFER (RIBA PLAN OF WORK, STAGES 3–4)
“But we already have drawings — the council approved them.” We hear it on South London projects every month, usually from a client holding a planning set and a builder’s quote that will not survive contact with reality. So let’s set out, plainly, why the drawings that win consent and the drawings that build a house are different documents doing different jobs.
Planning drawings — RIBA Stage 3 territory — exist to describe the proposal’s external effect: its size, height, appearance and relationship to neighbours.
They’re typically 1:100 or 1:50, and Lambeth, Southwark or Wandsworth are judging massing, materials and amenity, not how the thing stands up. A planning set can be, and legally is allowed to be, silent on structure, insulation, waterproofing, services and every junction in the building.
Construction drawings — Stage 4 — are the opposite animal. This is where the design becomes buildable: steel sizes coordinated with the engineer, 1:20 sections and 1:5 details through every junction that matters, a specification naming actual products, U-values, drainage runs, electrical layouts, the lot. On a typical South London whole-house remodel our Stage 4 package might run to thirty or forty sheets against the planning set’s eight.
It’s also the package a JCT building contract can be priced and signed against.
Our take — and we’ll defend it — is that Stage 4 is where your money is protected. A builder pricing planning drawings is guessing, and builders price guesses defensively or, worse, cheaply and then claw it back in variations. The pattern we see repeatedly across South London: the “great value” quote against a planning set, then a project drowning in extras because nobody had drawn the things that were always going to exist. Tender the same job on a proper construction package and the prices come back higher on day one and dramatically lower on completion day.
Interestingly, when we’ve compared outcomes across our own projects, the jobs with the fullest Stage 4 information consistently show the smallest gap between contract sum and final account — that gap is, in effect, the price of undrawn decisions.
There’s a compliance layer too. Building control approval (we’d argue for full plans on any structural remodel) needs Stage 4-level information; a planning set won’t pass. And the Building Safety Act’s push toward documented, evidenced compliance makes “we’ll sort it on site” an even weaker plan than it always was.
None of this means every project needs every drawing — a straightforward Tooting side-return doesn’t want a Mayfair-grade package, and we scale the information to the risk. But skipping Stage 4 to save fees is buying a cheaper map for a more expensive journey. Where drawings intersect with contracts and payment disputes, that becomes legal ground — a construction solicitor’s patch, not an architect’s.

SEALED HOMES NEED DESIGNED AIR IN SOUTH LONDON: MVHR AND VENTILATION STRATEGY (BUILDING REGS DOC F)
Here’s the paradox at the heart of the modern South London remodel: everything we do to make a house warmer — new windows, insulated floors, airtight membranes, sealed chimneys — also makes it worse at breathing. A leaky Victorian terrace in Peckham ventilated itself, badly and expensively, through every gap. Insulate and seal it properly and the moisture from cooking, showers and sleeping bodies has nowhere to go. The result, if nobody designs the air, is condensation and mould on the coldest surfaces within a winter or two.
Approved Document F is the rulebook, and its 2021 edition sharpened significantly. Ventilation must now be designed, not assumed: whole-dwelling rates by floor area and bedrooms, extract rates for kitchens and bathrooms, and — the part most builders miss — when you carry out “energy efficiency measures” on an existing home, you’re obliged to assess whether the existing ventilation still copes, and upgrade it if not.
New windows without trickle vents, into a house with no other strategy, is now a non-compliance, not a tidy detail.
The strategies run from background ventilators with intermittent extract fans (System 1), through continuous mechanical extract (dMEV/MEV, System 3), up to MVHR — mechanical ventilation with heat recovery (System 4), which extracts stale air from wet rooms, supplies fresh air to habitable rooms, and passes one stream over the other to recover most of the heat.
Our take: MVHR is the right answer more often than the industry admits, but only when two conditions hold. First, genuine airtightness — below roughly 3 m³/h·m² the heat recovery pays; in a leaky house the fans are just stirring draughts. Second, and this is the one that kills South London retrofits: duct space designed in from day one.
Rigid ducting at 125–150 mm has to cross a Victorian plan somehow, and if we haven’t planned the risers and ceiling zones at Stage 3, the installer will arrive with crushable flexible duct and quietly wreck the system’s performance.
We’ve walked away from specifying MVHR on projects where the routes simply weren’t there — an honest dMEV system beats a compromised MVHR every time.
Commissioning matters too: Doc F requires measured airflow rates handed to building control, not a shrug and a switched-on fan. Ask for the commissioning certificate; we always do. (For a deeper plain-English read on MVHR done properly, the Passivhaus Trust‘s guidance is the best there is.)
One boundary: where ventilation interacts with damp claims, tenancy conditions or the Homes (Fitness for Human Habitation) Act, you’re into legal territory. We’ll design the air; disputes about it belong with a solicitor.
