We once counted the skips. A family near Teddington station, lovely people, had renovated their 1930s semi three separate times in nine years. Different builder each time. Nobody ever asked what the house should be at the end of it all.

Nine years. Three sets of scaffolding. And the second project boxed in the third — a utility room sat exactly where the eventual plan wanted its stair.

That’s the story of half the semis in TW11, told with different room names.

Two rulebooks, one house

Why does the order of works matter so much here? Because a Teddington semi holds two kinds of potential at once, and they interact.

Some work falls under permitted development — national rights granted by the General Permitted Development Order, no planning application needed, subject to limits.

The Planning Portal maps the territory well, and formal certificates exist if you want lawfulness in writing. The rest needs a planning application to Richmond in the ordinary way. Now the bit almost nobody tells you. Those two routes talk to each other.

PD allowances are measured cumulatively against the original house. Spend some in year one and there’s less in year six.

What you’ve already built becomes context for the next application — officers assess the house as it stands, not as it was. And an unbuilt PD entitlement can work as a fallback that colours how a related application gets weighed. Play that card early and it’s gone.

None of this is a loophole. It’s just how a house occupies the system over ten or fifteen years. What applies to yours is a question for the council and your own advisers, not a web page.

Do the thinking once

Our answer is unfashionable and cheap: a whole-plot masterplan, drawn at the very start.

One study. It asks what this semi could be for this family by, say, 2040 — then works backwards. Which pieces suit which consent route. What order protects the later moves.

Where phase one has to secretly anticipate phase three: the beam sized for a load that doesn’t exist yet, the soil pipe run to a bathroom that’s still a spare room.

Which jobs are cheaper done together than apart, because one scaffold hire beats three.

In the RIBA’s language it’s Stages 0 and 1 applied to the house’s whole future rather than its next twelve months. Sometimes the conclusion is “do it all in one go” — the maths of a single build can be brutal in its favour.

More often you get a phased map, and the family executes it over years, each move landing where it always meant to.

Cost of the study? A fraction of one wasted phase. That utility room alone cost our skip-counting family more to undo than the masterplan would have cost to draw.

Colleges and estates have always planned buildings this way. Nobody touches a Cambridge library without a fifty-year view. Family houses — the buildings people care most about — somehow never get the same courtesy.

Give your semi one. Then build in whatever order life and money allow, knowing every move is part of the same game.

Piece by piece is fine. Piece by piece without a plan is how the skips pile up.

Somewhere in a government database, your house is a number. Ours is too. Every home that’s been sold or let in the last two decades has one — it’s the score behind the A-to-G rating on every EPC, and it comes out of a calculation method called SAP.

The Standard Assessment Procedure, to give it its Sunday name. Version 10 these days. Nobody has ever framed an EPC and hung it in the hall. But if you’re remodelling a Teddington house, this piece of arithmetic will quietly shape what you’re allowed to build. Better to meet it early than argue with it late.

Where it bites a remodel

Here’s the classic Teddington collision. A family wants the back of their Edwardian house opened up — glass across the whole rear elevation, maybe a rooflight or two. The builder shrugs. The planner doesn’t mind. Then the energy calculation arrives.

Approved Document L works on a rough quarter rule for extensions: glazed openings around 25% of the new floor area, plus an allowance for what you’ve covered over or lost. Go past that — and a fully glazed rear wall sails past it — and you can’t just nod through the standard route. You have to prove the design performs, by modelling.

Which sounds like a punishment. It’s actually a negotiation. The model lets you trade. Spectacular glass in one place, paid for with better-than-required fabric somewhere else.

A glazing spec upgraded from decent to excellent — modern units manage a U-value near 1.2, where a Victorian single pane leaks at four times that. Insulation thickened in the roof you were rebuilding anyway. The dream usually survives. It just has to buy its ticket.

Who runs the numbers

Not us, as it happens. SAP assessments are produced by accredited energy assessors — Elmhurst Energy runs one of the main accreditation schemes — working from the drawings and specifications.

The timing is the part people get wrong. The assessor is routinely hired at the end, to paper a finished design. Wrong way round. Bring one in during design development, not at sign-off.

They work alongside the principal designer,who keeps compliance joined up. Cheap at that stage. Expensive later, when the model fails and the glass has been ordered.

What the number can’t tell you

A confession from the design side: SAP has flaws, and pretending otherwise helps nobody. It models regulated energy — heating, hot water, fixed lighting — not your teenager’s shower habits or the kettle.

It predicts compliance, not your actual bill. Two houses with the same score can cost quite different amounts to run.

And yet. The discipline is worth more than the score. A house that’s been modelled has had someone ask, in advance, where the heat goes — through which wall, out of which pane, up which flue. Most houses have never been asked. It shows.

So our advice for any serious Teddington remodel runs against the grain of how this industry usually behaves: run the numbers before you fall in love. Argue with the model on paper, where arguments are free.

The garden view survives the spreadsheet far more often than people fear. It just needs an architect willing to do the sums as carefully as the sketches.
