WESTMINSTER — FIRE STATEMENTS AT PLANNING: GATEWAY ONE ON TALLER WESTMINSTER SCHEMES (PLANNING GATEWAY ONE)

There’s a document that now decides the fate of taller residential schemes in Westminster before a single beam is calculated, and plenty of otherwise well-run projects meet it for the first time as a validation rejection. It’s called a fire statement, and it belongs to a regime with a name straight out of an airport: Planning Gateway One.

Where Gateway One came from

The background deserves a sentence, because we think it matters. After Grenfell, the Hackitt review concluded that fire safety was being bolted onto buildings too late — considered at building regulations stage, after the massing, cores and site layout were already fixed by planning.

Gateway One is the correction: since August 2021, planning applications for “relevant buildings” — broadly, residential buildings of 18 metres or more, or seven storeys plus, containing two or more dwellings — must include a fire statement on the government’s published form, and the Health and Safety Executive becomes a statutory consultee on the application.

In our view this was one of the genuinely good reforms of the last decade: it forces the question “how does this building not kill anyone” to be answered while the answer can still change the design.

Why it bites in Westminster

Why write about this on a Westminster page? Because Westminster is where private residential work meets height more often than anywhere else we practise. A mansion block gaining a rooftop storey, flats above nine floors of Victorian commercial, a duplex carved into the top of a 1930s block off Victoria Street — schemes that feel like domestic projects to their owners but sit, legally, in tall buildings.

The statement itself is not a full fire strategy; it’s planning-level thinking about principles. Site access for the Brigade’s appliances — truly difficult on Westminster’s serviced, bollarded, permit-controlled streets. Water supply.

The evacuation approach. How many stairs, and where. What the external walls will broadly be made of.

Proportionality wins

Our practical observation from preparing these: the discipline is proportionality. Westminster’s officers and the HSE are reviewing principles, not construction detail, and a statement drowning in specification reads as if the applicant doesn’t know which decisions belong to which stage. The skill is saying enough to show the thinking is real — and no more.

It’s also worth knowing that once a building is in this territory, the planning gateway is only the first of three. The Building Safety Regulator takes over at design and completion — a regime we work in regularly, as principal designer on higher-risk buildings.

The standard honesty applies: whether your particular Westminster scheme triggers Gateway One is a matter of measurement and legal definition, and that determination isn’t something to take from a web page — ours included. But the direction of travel is worth everyone absorbing: in this city, fire thinking now starts at the sketch. We’d argue it always should have.

WESTMINSTER — DARK TO DUAL: RE-PLANNING SINGLE-ASPECT WESTMINSTER FLATS FOR LIGHT (BRE DAYLIGHT GUIDANCE; LONDON PLAN D6)

Every Westminster street hides the same flat. From outside, a handsome window onto Pimlico or Marylebone. Inside, one bright room by the glass — and behind it, a corridor into gathering gloom, a kitchen that needs the lights on at noon, a bathroom that has never met the sun.

The single-aspect flat. Carved out of buildings that were never designed to be flats, it takes all its daylight from one wall and rations it badly. Owners assume it’s just what they bought. We’d argue it’s just what nobody has redesigned yet.

Why one wall of glass fails

Daylight doesn’t travel well indoors. As a working rule, useful natural light reaches into a room about twice the height of the window head — call it four to five metres in a typical conversion. Beyond that line, you’re in the permanently electric zone.

The BRE’s daylight guidance, the handbook the planning world measures light by, exists mostly to protect neighbours’ windows. Read it the other way round and it’s a design manual: it tells you exactly how far your one wall of glass can carry, and therefore what the plan has to do about everything beyond.

Planning policy has drawn its own conclusion. The London Plan leans hard against creating new single-aspect homes, especially north-facing ones. The existing stock, though, is yours to fix.

The moves that actually work

The redesign logic is simple to say: spend the daylight where life happens, and let the dark zone do the jobs that don’t need a view.

So the plan flips. Living space claims the window wall — all of it, sometimes as one generous room where three mean ones stood. The deep zone takes what actually thrives there: bathrooms, utility, storage, the wardrobe wall, the hallway that never deserved a window anyway.

Then you cheat light backwards. Glazed internal screens — a Crittall-style partition, a fanlight over a door, a fully glass-panelled door — let the bright zone lend to the dim one while keeping sound and steam where they belong. Approved Document B has views about glazing and escape routes in flats, and the safety-glass rules apply to low-level panes, so the pretty screen needs specifying properly — the Glass and Glazing Federation covers what compliant products look like.

Finish choices do the last stretch. Pale floors run continuously toward the dark end. Ceilings kept clear of clutter and downlight acne.

A mirror placed to double a window, not to decorate. None of it is exotic. All of it is design, which is the point — the dark flat is a plan problem, and plan problems have plan answers.

What it’s worth

Here’s the blunt commercial truth: light is the thing Westminster buyers pay for and surveyors can’t add. Two flats, same street, same floor area — the re-planned dual-feeling one wins every viewing. RICS valuation culture has no line item called “gloom,” but the market prices it anyway.

Whether your reconfiguration needs consents depends on the building and the lease, so that’s an early check, not an afterthought. The design case, though, is ours to make plainly: nobody in Westminster is short of address.

Plenty are short of daylight. Go and stand in your own deep zone at midday, lights off — then call an architect, not an electrician.
